Where's the Bounce?

Now usually by after a major speech the President's polls rally up and have a small to large bounce. Now i think you can tell where i am going with this.

Sunday's Rasmussen Poll showed that now 33% strongly approve of Obama's job while 40% strongly disapprove of his job.

50 Percent of independents now disapprove of his job, that is up from 42% BEFORE the speech.

So in reality, his popularity has gone down since the speech.

Again i ask, where is the bounce?
